What is this form about?

All international exchange students who are ending their exchange studies at the University of Konstanz this summer semester 2024 must officially de-register with the University of Konstanz and officially de-register with the municipality at the end of the semester.

The International Office of the University of Konstanz will do these formal steps for you on your behalf (only for international exchange students).

Please note that all entries made in this form will be legally binding and may not be changed afterwards!

Please fill in the form cautiously by the latest 14 days before leaving Konstanz and/or before ending your exchange studies.

At the end of each page of the form you find a ">" that takes you to the next page.

Only if you receive a confirmation after filling out all pages of the form, checking the data protection clause and submitting your data on the last page, you have filled out the form successfully!

Exmatriculation
When applying for the official exmatriculation from the University of Konstanz, you will have to return all books, media, journals from the library and all lab or locker keys and lab materials (e.g. from the departments of Biology, Chemistry and Physics). From this date you will not be able to borrow any of the mentioned items anymore.

The exmatriculation CAN NOT BE BACKDATED and you can not set a date beyond 30.09.2024!

Therefore please only fill out this section if you have returned all mentioned items and know that you do not want to borrow any of the mentioned items!

YOU NEED TO STAY ENROLED FOR EXAMINATIONS AND PARTICIPATION IN STILL RUNNING COURSES, BUT NOT FOR SUBMISSION FOR TERM PAPERS, ESSAYS OR ANY ASSESSMENT THAT IS NOT DONE COLLECTIVELY ON CAMPUS!

The exmatriculation certificate (Exmatrikulationsbescheinigung) will be made available in your ZEuS and Mobility Online account and is a very important document and is required, among others, for:

- enrollment in a German university in future
- cancelling the German statutory health insurance

Note: You can still use uni email account on student status to access ZEuS, ILIAS, SoGo, etc. until 6 months after the exmatriculation should take effect!
Information for non-EU/EEA exchange students only:

Please keep in mind that the validity of your student visa or your residence permit for study purposes is linked to your status as a student at the University of Konstanz. As soon as your exmatriculation takes effect, your visa or residence permit will officially turn void (even if the document states a longer validity period).

Please note that you need to keep your German statutory health insurance as long as you are enrolled and you will have to pay the monthly fees for each commenced(!) month.

For cancelling the German statutory health insurance, you need to present the exmatriculation certificate, your municipal de-registration confirmation (both will be made available to you by Mobility Online) and a copy of your plane/bus/train ticket to your home country.

Please make sure to get in touch with your German statutory health insurance provider as soon as possible and arrange the cancellation and the payment of your last installments.

In order to prevent difficulties when returning to your home country, it is important to make sure the exmatriculation takes effect on the day you arrive in your home country within the validity period of your visa/residence permit (NOT the day you leave Konstanz or Germany).
Since 2022, the state legislator has stipulated that consent must be given for the storage of student data beyond the end of their membership at the University of Konstanz (exmatriculation). Without such consent, we are legally obliged to "immediately delete" the student data as a rule after the end of membership, but at the latest after completion of the examination procedure (cf. § 12 para. 8 sentences 1 and 2 LHG). As a rule, this is the case from one month after a de-registration notice becomes valid. This applies regardless of whether you have been exmatriculated ex officio or on the basis of your own application.

We would like to strongly recommend that you give us this consent by selecting "Yes" in the drop-down box above.

Reasons: Without the data, we would no longer be able to issue you with certificates of any kind in connection with your previous studies or the course of your studies with us (e.g. in the context of a change of university, in connection with a later re-enrolment in a Master's programme or taking up a doctorate).
Furthermore, we would no longer be able to issue you with replacement documents (e.g. examination certificates, transcript of records) if these were to be lost, e.g. during a move, or destroyed due to force majeure. Finally, you would run the risk of no longer being able to provide the certificates required for submission to the statutory pension insurance in connection with the clarification of periods of study at the end of your working life at the latest, which could lead to considerable financial losses.
Municipal de-registration (Konstanz)
According to the German Federal Registration Law (BMG - Bundesmeldegesetz) all persons are required to register with the place of residence (Anmeldung) within a week of moving in and when intending to stay in Germany for at least 3 months (or longer).

Also the de-registration from the place of residence in Germany (Abmeldung) is a legal obligation done EARLIEST one week before or BY THE LATEST two weeks after leaving the residence for good (at least for the foreseeable future) and only when changing the residence from Germany to a place abroad.

If one moves to a different place within Germany, a de-registration is NOT required, but a registration at the new place of residence in Germany (Ummeldung).

The International Office will de-register you one week (7 days) before you move out from your residence, so you can complete all other formalities with the copy of your municipal de-registration confirmation while you are still in Konstanz.

Example: When entering "31.07.2024" below, then we will have you de-registered on "24.02.2024".

The de-registration confirmation (Meldebestätigung) will be made available in your Mobility Online account and is a very important document and is required, among others, for:

- the de-registration from the license fee (Rundfunkbeitrag)
- cancelling the German statutory health insurance

Information for non-EU/EEA students:
The municipal de-registration does NOT effect the validity of your current visa/residence permit for study purposes.

However, should your application for a residence permit or the application for the extension of your student visa still be in process, we urge you to stay registered until you have collected your new extended visa/residence permit from the Foreigners' Registration Office Konstanz.
Additional information on the license fee

Please remember that while you are registered in Germany, you are obliged to pay the license fee (Rundfunkbeitrag).

After de-registering from the city, you also need to de-register from the Beitragsservice, only if you are the person paying the license fee for your household to the Beitragsservice and move abroad permanently.

For the de-registration from the license fee, you will need to upload the copy of your municipal de-registration confirmation (Meldebestätigung).

Please observe the step-by-step instruction manual for more information on the license fee (copy and paste URL in browser):
