Collective bargaining agreement for state employees as of 2 March 2019

The negotiations of the latest collective bargaining agreement for state employees have ended. The agreement covers the following main topics:

  •          A linear wage increase across all salary brackets

            Pay will increase as follows (as per attachment B):

            a)   The overall wage volume will increase by 3.2 % as off 1 January 2019. This means that employees in salary step 1 (salary brackets 2-15) will receive a raise of 4.5%; employees in all other salary brackets will receive a raise of 3.01%. The minimum wage increase must/will be at least € 100 per month.

            b)   The overall wage volume will increase by 3.2 % starting 1 January 2020. This means that employees in salary step 1 (salary brackets 2-15) will receive a raise of 4.3%; employees in all other salary brackets will receive a raise of 3.12%. The minimum wage increase must/will be at least € 90 per month.

           c)   The overall wage volume will increase by 1.4% starting 1 January 2021. This means that employees in salary step 1 (salary brackets 2-15) will receive a raise of 1.8%; employees in all other salary brackets will receive a raise of 1.29 %. The minimum wage increase must/will be at least € 50 per month.

  •    Structural changes to the TV-L pay schedule

a)       Employees in nursing care receive new salary tables as of 1 January 2019.

b)      Employees in social and educational services receive new salary tables starting 1 January 2020.

c)       Extra pay for nursing care providers working at university clinics and the centres for psychiatry in Baden-Württemberg amounts to € 120 per month.

d)      Improvements to the TV-L pay schedule will take effect starting 1 January 2020 (e.g. for technicians, prison staff, library staff and police officers). Information technology staff will be grouped into pay scales based on new criteria that will take effect 1 January 2021.

  •   Structural changes to the TV-L pay schedule

a)   The guaranteed pay increase for joining a higher salary bracket for staff in brackets 1-8 increases from € 32.08 to € 100. If an employee in brackets 9-14 reaches a higher pay group, the guaranteed pay increase goes from € 64.13 to € 180.

       For staff who keep the same salary step when they join a higher salary bracket, the respective guaranteed pay increase is limited to the difference listed in the TV-L pay schedule.

b)   The "kleine EG 9", salary bracket 9 with special Stufenlaufzeit (period after which an employee reaches the next salary step within his/her salary bracket) has been redefined to fit the rest of the TV-L pay schedule. Bracket 9 is now split into 9a (former "kleine EG 9") and 9b.

c)   Extra pay allotted to teaching staff increased from € 30 to € 105 per month as of 1 January 2019.

d)   The annual bonus will be frozen at the 2018 level for 2019 to 2022. After 2022, the general increase in pay will also apply to the annual bonus.

  •   Information for hospital employees who are not doctors (§ 43 TV-L)

a)   The amount of additional vacation increases successively from 2020 to 2022 up to 9 days.
b)   Negotiations for state employees will continue about an increase in the extra pay awarded for working on Saturdays and in (alternating) shifts once the employers’ organization VKA has reached a collective agreement.

  •  Apprentices, trainees and interns

Monthly wages for apprentices, trainees and interns will increase:

a)   by € 50 as of 1 January 2019, and by € 45.50 for apprentices/trainees covered by the TVA-L Gesundheit collective agreement

b)   by an additional € 50 as of 1 January 2020

c)   The number of vacation days will increase from 29 to 30.

d)   Apprentices/trainees through 30 September 2021 will be guaranteed a job offer after completing their training.
