Project Management

 

The project management organisation is sufficiently designed for managing a network of 9 partners, which includes 20 senior and junior researchers and over 16 research assistants from 7 EU-accession, candidate and member states. However, the project management organisation tries to avoid a multitude of committees and groups creating unnecessary overhead. The following figure gives an overview of the organisational and management structure of the project.

The Person in Charge is directly accountable to the Commission and is responsible for the following tasks:

  • representation of the overall project to the Commission and the broader scientific community and the public;
  • proper administration and management of the network;
  • he presides the NCB and supervises the implementation of all its decisions and of the provisions in the contract with the Commission and in the consortium agreement by collaborating directly with the Scientific Co-ordinator, the Communication Manager and Methods Manager and the Co-ordinators of the clusters of the project;
  • he approves all reports of the consortium for transmission to the Commission;
  • he is also responsible for maintaining and keeping the financial accounts with respect to the payments of funds granted by the Commission, inter alias, identifying what portion of the payments made by the Commission has been allocated and/or paid to each contractor.

Qualification for the Accomplishment of the Task

Hans-Georg Soeffner is one of the most influential German representatives of a qualitative-hermeneutical sociology in the tradition of a phenomenologically oriented Sociology of Knowledge. As director of the “Sozialwissenschaftliches Archiv” / Central Archive of the German Sociological Society, he manages a highly reputable instition for the research of the history of sociology with high international standing. He brings to the project his international reputation and his experience and competence in the field of worldwide scholarly communication, which is documented by his participation in different international networks and institutions. For example, the archive so-operates with the Alfred-Schütz Archive at Waseda University in Tokyo, Japan, and is a founding member of the OPO (Organization of Phenomenological Organisation), a worldwide network of phenomenological researchers and research institutions, located at Charles University Prague, Czech Republic. Through frequent international conferences on key topics, the archive is very influential in the development of qualitative social research and of sociological theory in Germany.

Since 1975, Prof. Soeffner has conducted and co-odinated over 35 national and international research projects in various fields central to the discipline of sociology.

Scientific Co-ordinator (SC)

The Scientific Co-ordinator (SC) is authorised to execute the network scientific management. He is accountable to the NCB. In particular, the SC is responsible for the following tasks and functions:

  • co-ordination of the Konstanz research group regarding the German case study within the overall project;
  • preparation of the meetings, the final interactive scholars-experts conference in collaboration with the Network Office (NO), the regional Partners of the consortium and the Communication Manager;
  • preparation of the agenda of the Network Co-ordination Board;
  • evaluation and approval of results of the empirical phases of the project of all partners on the basis of their regular reports in collaboration with the Communication Manager and the Methods Manager;
  • preparation of dissemination of knowledge in collaboration with the partners, the Network Office and the Communication Manager (articles, discussion papers, newsletters) under the supervision of the NCB;
  • implementation of property intellectual rights arrangements between the partners of the consortium as they have been set up in the consortium agreement;
  • ensuring prompt delivery of all deliverable items in the contract or requested by the Commission for reviews and audits, including the results of the financial audits prepared by the financial department of Konstanz University or independent auditors (partners);
  • alerting the NCB and Commission in case of non-delivery and/or default.

As an experienced researcher and co-ordinator of several empirical projects on different subjects (the rise of entrepreneurs as a new social class in the former GDR, the reconstruction of former socialist companies in the Czech Republic, the sociology of politics in historical perspective), Dr. Tänzler is highly qualified in the a nalysis of the cultural aspect of social action under changing societal conditions in modern and transformation societies.

As a member of several administrative committees at the University of Konstanz and long-standing co-director of academic and applied research projects, Dr. Tänzler has excellent management skills in administrative and personnel affairs.

  • support in issuing the project research results;
  • support in monitoring the scholarly standards of the reports submitted by the project partners to the Scientific Co-ordinator;
  • collaboration with Methods Manager in monitoring the application of project methods;
  • the HPO is also member of the Konstanz research team that realises the German case study.

The Methods Manager (MM) is also directly accountable to the SC and to the NCB and is responsible for the following:

  • supervision of project methods on the basis of the regular reports following the empirical phases of the project;
  • practical support by the implementation of the empirical methods to all partners of the project;
  • contribution to computer-supported content analysis procedure as a part of the German case study as well as in the comparative analysis of the results of all cluster projects (international comparison including evaluation of national programmes and measures for the prevention of corruption).

Network Office (NO)

 

The Network Office (NO) under the direction of the Communication Manager is responsible for:

  1. liaison between the partners;
  2. setting up and operating a web site for the project including an electronic information exchange among the network members and a reporting template;
  3. following the activity plans and identifying delays and problems and reporting them to the SC;
  4. publishing the quarterly newsletters of the project at its homepage;
  5. keeping track of and filing the information gathered in the network;
  6. supporting the SC and CM in all matters concerning the management of the day-to-day activities of the network;
  7. ensuring that all work meets functional requirements;
  8. providing network supporting in relation to activities such as meetings of the consortium and final conference, and exploitation/dissemination issues;
  9. taking protocols at all meetings of the consortium and preparing related reports;
  10. supporting the preparation of management and financial reports;
  11. reporting to the SC on the project accounts and the co-ordination of all financial transactions concerning the network in collaboration with the financial department of the University of Konstanz.

To facilitate organisation and management, the network is structured in clusters which represent the regional research groups and together comprise the network. For each cluster is foreseen a Cluster Co-ordinator who co-ordinates all cluster activities and represents the cluster in the Network Co-ordination Board. Regarding the participation in the NCB, an exception will be made by the Greek case study in which two different institutions participate. Both the co-ordinator of the Greek casy study coming from the one institution and the researcher coming from the second one will participate in the NCB. The Cluster Co-ordinators will be responsible for:

  1. their own organisational arrangements, especially regarding links to anti-corruption agents on national level who will regularly be informed about the results of the project and participate in the final scholars-experts conference;
  2. work procedures and time schedule, providing that such arrangements, work procedures and time schedule do not conflict with this consortium agreement, the detailed implementation plan of activities, or requests made by the Person in Charge, the Scientific Co-ordinator or the Commission.
